Chad Kirkpatrick is the Arizona State Chief Information Officer and Director of the Government Information Technology Agency. As the State CIO, Mr. Kirkpatrick’s office is responsible for statewide IT strategic planning, approving technology projects, and monitoring project implementations. His leadership team develops statewide information security and privacy guidelines, provides direction to the creation of the health information exchange, and leads the state’s rural broadband development and other strategic projects. Prior to becoming the State CIO, Mr. Kirkpatrick was Vice President of Technology for the Wells Fargo Home Equity Group. In that role, Mr. Kirkpatrick created the MIS Roadmap to assess the technology environment, identify goals and develop an action plan to align technology and business needs. He also led application development and data warehousing initiatives, including fully automating the business process for regulatory compliance testing, and developing an innovative data analysis program to proactively identify potential regulatory issues, tracking corrective action and delivering critical information to the compliance team. Director Kirkpatrick received his Bachelor of Arts in Political Science from George Washington University in Washington, DC and his Master of Arts in Applied Economics from The American University.
With the fiscal landscape changing at a rapid pace across the state of Arizona, State CIO and Director of the Government Information Technology Agency, Chad Kirkpatrick is building a plan to build a strong force of reliable and secure IT policies to protect information and grow capabilities across state agencies. Director Kirkpatrick will discuss his team’s ongoing work to develop strategies that cut waste and save on costs, as he elaborates on the highlights of the FY 11 Statewide Strategic IT plan and what it means for Arizona’s future.
Ed’s career spans over 25 years in several infrastructure sectors including manufacturing, federal government and energy. He has held the positions of Risk Analyst, Project Manager, Security Operations Supervisor and Manager of Business Continuity & Emergency Management. Ed’s responsibilities have included coordinating emergency preparedness through writing contingency plans, conducting training and drills, maintaining the operational readiness of corporate emergency operations centers, and serving as a public-private partnership liaison. He served in the State of Arizona Emergency Operations Center during Top Officials (TOPOFF) National Exercise in October 2007 and has testified to a state Joint Senate and House of Representatives committee. Ed has a graduate degree in Engineering and holds the designations of Associate in Risk Management (ARM), Certified Business Continuity Professional (CBCP) and Certified in Homeland Security (CHS-III). He has volunteered with the American Red Cross and the Phoenix CERT (Community Emergency Response Team). He is currently the Past President of the Central Arizona Chapter of the Association of Contingency Planners and serves on the Arizona Central Region Citizen Corps Council. Ed has launched his business, Coaching For Resiliency LLC, and has published a book titled “Self Defense Against Disasters – Urban Survival Planning for Families and Individuals.” He is passionate about educating individuals and families in emergency preparedness and writes and speaks on that topic.
