The IT Summit is the executive technology conference series returning to Los Angeles for our eleventh annual event on October 11th, 2017. The purpose of the summit is to provide educational and networking resources for the IT leaders in Southern California. The conference is driven by an Executive Board of regional IT professionals that directs the content of the conference. The IT Summit is designed to address the real-world opportunities and challenges faced by today’s executives.

As Chief Information Officer at EasyDial, Inc. she is the strategic business driver of technology and innovation for a medical device start up. She leads product development, enterprise systems and technical operations. Formerly, Ms. Ovanessian was the Vice President of Management Information Systems, at Thermo Fisher Scientific-One Lambda Inc., a healthcare and technology development company, She led enterprise systems, operations and development of commercial diagnostic software written in 18 languages and utilized worldwide. Prior to Thermo Fisher, Ms. Ovanessian was Chief Information Officer at Golden State Foods a global manufacturing and logistics organization. At GSF she was responsible for delivering technology solutions enabling significant revenue growth and improving profitability. As CIO at Alpha Therapeutic, she led a global enterprise-wide systems for a pharmaceutical company and commercial software development. Ms. Ovanessian joined NASA Jet Propulsion Laboratory as Division Manager-CIO. She transformed a highly complex business systems environment into the nation’s largest Oracle Applications installation, web services and infrastructure supporting over 8,000 customers. Ms. Ovanessian is a graduate in Business/Economics and Pre-med from the University of California, Los Angeles. She earned a Master of Business Administration specializing in Information Technology from Pepperdine University, Graziadio School of Business.
Dr. Lance B. Eliot, MBA, PhD serves as a corporate officer and Worldwide CIO of Techbrium Inc., and previously served as CIO and corporate spokesperson at a major retail services firm supporting 35,000 associates and at a Top 5 Home Healthcare company supporting 20,000 associates. His most recent book is a ground breaking look at the latest trends impacting CIO’s and is entitled “On Being a Smart CIO: Lessons I’ve Learned as a Chief Information Officer (CIO) and Trusted C-Suite Adviser” and is available on Amazon. Author or co-author of six books and over 200 articles, he has made appearances on CNN, and has been a frequent speaker at industry conferences and used to host the popular Technotrends radio show. Dr. Eliot also has been a Partner in the nation’s largest executive services firm, and a serial entrepreneur, along with being an angel investor and mentor to startups.
He also serves on several boards and committees at the University of Southern California (USC), including the Board of the Marshall Alumni Association (MAA), serves as a judge for the USC Mark Stevens Center for Innovation start-up pitch competition, and a mentor for various USC incubators. A former professor at the University of Southern California (USC), he founded and led an innovative research lab on Artificial Intelligence in Business. He was elected to the International Board of the Society for Information Management (SIM), a prestigious association of over 3,000 CIO’s/CTO’s worldwide. He has performed extensive community service, including serving as Senior Technology Adviser to the U.S Congress’s Vice Chair of the Congressional Committee on Science & Technology. Dr. Eliot holds a PhD from USC, MBA, and Bachelor’s in Computer Science.
Dr. Owen P. Hall, Jr. holds the Julian Virtue Professorship and the Rothschild Applied Research Fellowship. He is a Full Professor of Decision Sciences at the George L. Graziadio School of Business and Management, Pepperdine University. Dr. Hall is the recipient of the Charles Luckman, Howard A. White, and Sloan teaching excellence awards. He has over 35 years of academic and industry experience. He is a registered professional engineer, State of California. Dr. Hall is the author of several textbooks on computer based decision-making and has written extensively on cloud based collaboration, data mining and digital learning. He is a member of the Beta Gamma Sigma and Delta Mu Delta Honor Societies. Dr. Hall is also a member of the INFORMS Analytics committee. He recently received a grant from GMAC to design a collaboration network for enhancing graduate management education. He received his Ph.D. from the University of Southern California and undertook post-doctoral studies at the Center for Futures Research.
I have more than 18 years experience in Educational Technology as an accomplished leader and my mission and vision have been the driving forces behind the technical success of School Districts.
I try to remember and never forget that K20 is here to serve the students with Knowledge and Mentoring. Lockdown and Monitoring is not our institution. Technology is a tool, not a solution, nor a teacher. We are still in the PEOPLE business.
I took the reigns of technology for Whittier City from the beginning of the department. Through continued development of the department, and by working with students and staff, I exemplify leadership and knowledge in the industry. As a Computer Technician, Supervisor of Networks and Director of Technology , I work to steer Technology in Education to the forefront of the K12 Industry.
Before working for Whittier City School District, I worked for Hacienda La Puente Unified School District and consulted with Little Lake School District and private Industry with Technology needs.
I still enjoy consulting and mentoring when given the opportunity. It is my way of giving back. I also maintain that a student should exceed their teacher at the end of the day and be able to teach what they were taught. Showing your expertise through instruction is the best way to prove mastery.
My exceptional track record of technical improvement is based on my belief of being a life long learner, leading by example and the ability to break down complex problems into understandable bits. I quickly identify issues and translate them into a passage of knowledge that goes far beyond a “fix”. I have an ability to prepare for future challenges by utilizing my network of industry connections and social networks to stay informed on technological advances.
Cloud computing is the new norm for business and government. Higher education needs to more fully embrace this new technological paradigm. Specifically, cloud-based technologies provide increased flexibility and convenience for the student, which in turn can enhance recruiting, retention and learning outcomes. The use of telepresence based-robots can help better engage those students on the web by making it appear that they are physically located in the same classroom and sitting on the other side of the conference room table. Specifically, these robots enable human interactions both through voice and facial expressions. Telepresence systems are highly mobile and can be driven by the student or staffer throughout the classroom or meeting room. This technology also supports sustainability by reducing student and staff commuting and outreach to special needs students.
Jerome Hernandez has over 20 years of experience in Information Technology. After completing 8 years in the US Air Force as a Civil Engineer, he pursued his career in Electronics and Computer Technology. Jerome spent 2 years as a field engineer for Ralphs and Food for Less supermarket chain in southern California as a field service technician for all point-of-sale systems. After that , he spent a couple of years as a junior engineer and help-desk for a law firm in Santa Monica California. In 1995, he became the Network Administrator at Sedgwick, Detert, Moran and Arnold’s (www.sdma.com) Los Angeles Office. SDMA was one of the top 100 law firms in California at the time. When he arrived in Sedgwick, the firm was in dire need of systems interoperability and upgrade. The 7 offices across the United States consisted of over 100 attorneys and over 400 support staff.
Jerome spent the next several years as the entire firm’s Senior Network Engineer and network architect. He spearheaded the entire Network operations and Help Desk team during the firm’s transition from Novell 4.1 system to an entire Microsoft server and Exchange system. Jerome’s experience as a Cisco engineer helped him plan, and execute the migration from ISDN network to a full MPLS system between 7 offices across the US. Jerome also planned, organized and built their Dallas and New Jersey offices from the ground up.
From SDMA, Jerome became the IT Director in 2005 for Alliant Asset Management in Woodland Hills in California. Since joining Alliant, Jerome has elevated the infrastructure to include the latest SAN, HP Blade servers, Fiber-Channel switching, Xenapp, and Autonomy’s iManage document management system. Jerome also personally revamped the Alliant website along with the new Solar company Perpetual Energy Systems. Jerome was also responsible for planning and building the systems and infrastructure of Omni New York.

Azeddine is Vice President of Technology and Operations of Kimco Staffing Services Inc. and KTimeHR Inc. Mr. Ouhida is responsible for developing and driving the overall technology strategy for both organizations. He is also responsible for all aspects of Information Technology operations, processes, and the implementation of technology solutions across the various Brands and divisions within Kimco. Prior to joining the executive team in February 2011, Azeddine worked for Taco Bell America and Yum! Brands where he held various IT leadership positions with a focus on Technology deployment and support for US-based units. Azeddine is an accomplished Technology Executive with over 20 years of proven IT leadership success with a focus on revamping IT Organizations from ground-up, building lasting IT and Business Alignment, building strong IT teams, and designing and deploying business enabling technology solutions in a multi-unit environment.

Stephen Laughlin is a senior IT executive who is currently serving as the CTO of Human-I-T, an organization devoted to transforming unwanted or inoperative technology into operational and educational tools for millions in need.
Stephen’s prior role was a Director of IT at the Academy Television Arts & Sciences, a position he held from 2004-2014. The Television Academy is an association devoted to the advancement of telecommunication arts and sciences and to fostering creative leadership in the telecommunication industry who bring you the Emmys.
While at the Television Academy, Stephen developed a technology strategy to support a five year plan of the business imperatives of the Television Academy, which included a migration from legacy applications to web-enabled, automated applications, allowing for real-time execution of business processes.
Stephen has completed several large-scale web projects, including the launch of a For Your Consideration website hosting over 200 videos, along with other websites.
Prior to the Television Academy, Stephen spent 11 years at the American Film Institute, an organization that provides leadership in film, television and digital media and is dedicated to initiatives that engage the past, the present and the future of the moving image arts.

Commander Regina Ann Scott was born and raised in Orange, New Jersey. After graduating from high school, she joined the United States Army as a combat medic and pharmacy technician. Commander Scott has a Bachelor of Arts degree in Organizational Management/Criminal Justice from Ashford University. She is a graduate of West Point Leadership School and the 216th Session of the Federal Bureau of Investigation National Academy in Quantico, Virginia.
Commander Scott was appointed to the Department in July 1987. During her tenure, she has held numerous positions and worked various assignments within the Department as a Police Officer, Field Training Officer, Senior Lead Officer and Sergeant. She has also held positions in all advance pay grades of the Detective and Lieutenant ranks.
On April 16, 2006, Commander Scott was promoted to Captain I as the Patrol Captain at Southwest where she was responsible for the patrol functions of sworn and civilian personnel in an area of South Los Angeles, which includes historic venues such as the Los Angeles Coliseum, the Sports Arena, Shrine Auditorium, the University of Southern California, and Baldwin Hill Shopping Areas.
In May of 2007, Commander Scott was promoted to Captain II at Central Traffic Division and later reassigned to Gang and Operations Support Division. In this assignment, she was responsible for the oversight and coordination of the Department’s Gangs Units, Los Angeles City/County Community Law Enforcement and Recovery (CLEAR) program, the Department’s Cal Gangs coordinator, Gun Detail, Foreign Prosecution, and Fugitive Warrants.
In March 2009, Commander Scott was promoted to Captain III and assigned to Communications Division, which is the largest division of the Department with 570 sworn and civilian personnel and includes both the Metropolitan and Valley Dispatch Centers.
On June 6, 2011, Scott became the first female African American appointed to the rank of Commander in the Department’s history. She was assigned as the Assistant Commanding Officer of Information Technology Bureau.
On September 8, 2014, Scott was assigned as the Assistant Commanding Officer of Operations-Valley Bureau, the largest Bureau within the department. She was responsible for the Eastside of the San Fernando Valley which includes Foothill, Mission, Van Nuys and North Hollywood. She also had oversight of the Valley’s Gang and Narcotics.
On March 6, 2016, Commander Scott was assigned as the Assistant Commanding Officer of Operations-South Bureau and was responsible for Southwest, Southeast, Criminal Gang Homicide divisions and Special Events. In an effort to combat the high crime that was taking place, Commander Scott established and managed the Community Safety Operations Center (CSOC).
Due to her technical knowledge and the push for the Department to meet its goals, Commander Scott was assigned as the Assistant Commanding Officer of Information Technology Bureau.
Scott is the mother of two adult children and has three grandchildren. Her daughter is currently serving in the United States Air Force and her son is employed by the Department of Transportation. In her spare time, Commander Scott enjoys playing golf and playing blues on her guitar.
Bill Sewell has over 45 years experience as a globally focused executive and provides comprehensive client oriented project leadership to meet a broad spectrum of physical security technology and facility requirements. He has extensive, hands-on experience as a senior executive, project manager, design engineer, and construction manager for sophisticated security projects around the world including Microsoft, US Intelligence, and the Pentagon as well as C4ISR facilities for Government, and emergency operation centers. He served as Special Advisor for Infrastructure to the CIO at NSA, CIA and another classified agency.
Sewell gives public and private-sector clients an independent, in-depth, practical analysis of needs and requirements to help them develop long-term technology and facility strategies that optimize their total cost of ownership. As a consultant to the governments of the United States, India, Australia and Kuwait, Sewell has delivered projects for multiple agencies including Defense, IRS, the Intelligence Community, and the Departments of Energy and State. He has designed and implemented projects on every continent. He has also been Global Practice Leader for physical security projects in Banking, Finance, Higher Education, K-12, and Corporate.
Supervisory Special Agent (SSA) Michael Sohn is currently leading a squad at the FBI Los Angeles Field Division that is responsible for investigating computer and high-technology crimes involving national security matters. His investigative experience includes cyber terrorism, Advanced Persistent Threat (APT), and various criminal computer intrusion matters. Prior to his employment with the FBI, he worked as a Cyber Counterintelligence Officer for the Department of the Army, a Counter Terrorism officer for the Defense Intelligence Agency, a consultant in the Information Technology industry, and a U.S. Army Officer. Mr. Sohn received a Bachelor of Science in Computer Science from the United States Military Academy, West Point and a Master of Science in Computer Information Systems from Boston University, Boston.
