For the last several years we have been struggling for a better way to get insight and manage our technology department across the board. The key to achieving this objective is a solid strategy for collecting, managing and analyzing the massive amounts of machine data created by applications and devices. How do the pressures of massive amounts of data, self-service IT, and cloud-computing impact this strategy?
Joe Oliver has been in education for 32 years—almost all of them with the Los Angeles Unified School District (LAUSD). He is currently a Director with the Information Technology Division. His responsibilities include technology acquisition, deployment and implementation, training, and working with administrators in assisting the Division of Instruction with the District’s Common Core Technology Project. Previously, Mr. Oliver taught high school and middle school science and mathematics before becoming a teacher advisor under a grant from the National Science Foundation. He later moved into educational administration and was LAUSD’s Director of Instructional Technology prior to assuming his present position. In addition, Mr. Oliver has worked as an adjunct professor with CSUN and briefly with NASA and NASA’s Jet Propulsion Laboratory as a teacher advisor on the 2003 STS-107 Columbia mission and on the 2004 Mars Exploration Rover (MER) missions.
Dr. Themistocles (Themy) Sparangis is responsible for IT Customer Services for the Los Angeles Unified School District and reports directly to the Chief Information Officer. He is also an adjunct assistant professor for the University of Southern California’s Rossier School of Education.
The IT Customer Services Group provides for the repair and maintenance of local area networks, voice and radio communications systems, security systems, computing devices and associated software, and IT helpdesk services for the schools and office in the District.
Dr. Sparangis obtained a Bachelor of Arts in General Physics from the University of California, Los Angeles. He continued his graduate studies at the University of Southern California, where he obtained a Master of Science in Teacher Education and a Doctorate of Education, specializing in International Education. He is a credentialed Teacher in Secondary Physical Science, having taught Advanced Placement Physics, Physics, and Physical Science in the Los Angeles Unified School District. He also holds an Administrative Credential issued by the State of California.
Dr. Sparangis is a member of Phi Delta Kappa (PDK), the International Society for Technology in Education (ISTE), and Computer Using Educators (CUE), The Consortium for School Networking (CoSN) the National Association for Media Literacy in Education (NAMLE), EdLeader21, and the International Council for Online Learning (iNACOL).
Raymond Chavez has been a teacher, instructional specialist, and administrator in public education the past 25 years. He is currently the director of the Instructional Technology Outreach department at the Los Angeles County Office of Education (LACOE). He responsibilities include overseeing the technology training and support services for LACOE as well as assisting school districts in the effective integration of technology tools for teaching and learning. He has worked with the California Department of Education on numerous state and federal technology grant programs over the past 20 years. He has a Doctorate in Educational Administration and Leadership with a special emphasis in Educational Technology.
Lewis Francis has been a teacher and department chair at Mater Dei High School in Santa Ana, CA for the last 20 years. He served on the Technology Committee and assisted with the launch of the one to one program and technology integration initiative at the school four years ago. He has recently moved into his current position as Executive Director of Education Technology and continues to teach one class. His responsibilities include supporting faculty in the continued development of technology integrated curriculum and instruction, providing technology related training and professional development opportunities and developing an online education program.He is a member of the International Society for Technology in Education (ISTE), and Computer Using Educators (CUE).
ASAC Clark has a PhD/ABD in Criminal Justice and Public Safety. A Masters Degree in Criminal Justice Administration and a Bachelors Degree in Criminal Justice. Prior to entering on duty in 1995 as a Special Agent, ASAC Clark was a Police Officer for the Youngstown, Ohio Police Department from 1986-1995. During service with the Youngstown, Ohio Police Department, Officer Clark served as an undercover officer investigating drug trafficking and gang related crimes. For Officer Clark’s work as an Undercover Officer, he received a Proclamation from the City of Youngstown, Ohio Mayors Office. Officer Clark also developed and implemented the gang interdiction and prevention programs for the Youngstown Police Department. ASAC Clark has been assigned to Los Angeles since May 2007. ASAC Clark currently directs the Gang, Violent Crime, Drug Cartels, Organized Crime and Crimes Against Children Programs for the Los Angeles FBI Office, and is responsible for over 350 Agents and Task Force Officers, and the management of approximately 10 million dollar program budgets. From 2008 through the present, ASAC Clark has directed the execution of over 300 gang/drug/violent crime “takedown” operations, resulting in the arrest of over 6000 gang members, narcotics traffickers and other violent criminals. As a result of these “takedowns” a multitude of gang and drug trafficking organizations have been disrupted and dismantled and over 70 million dollars in assets and proceeds have been seized. In 2012, ASAC Clark working with the LAPD developed the LAPD/FBI Homicide Library. This initiative was developed to digitize over 28,000 solved and unsolved murder case files, in order for them to be downloaded into a robust cross-reference and searchable “virtual” data base. The Homicide Library will allow for ease in conducting homicide investigations and searching for like-clues and case attributes, for greater solvability and higher clearance rates. The Homicide Library, a multi-phased investigative and intelligence program, will allow for intelligence collection as well as investigative enhancements for the LAPD, FBI as well as other law enforcement agencies across the United States as well as around the globe. The FBI Behavioral Science and Behavioral Assessment Units will also utilize the Homicide Library, in order for a higher degree of analysis to be conducted to identify trends, serial attributes and other pertinent information that may be utilized to solve homicides and other violent crimes. Lastly, the LAPD and the FBI are securing a physical location for the digital library. This location will be utilized as a place for investigations to continue and healing to take place for the victim families. In 2010, ASAC Clark, along with partners from the LAPD developed the FBI Community Impact Program (CIP). The CIP is a comprehensive and holistic “post operational” strategy designed to work in an integrative fashion with the community in which the gang operations were conducted. During the inception of the CIP, the FBI and LAPD will work with the citizens and many Community Based and Faith Based Organizations to instill Health, Healing and Reclamation of the communities, which were impacted by the removal of gang members and other violent criminals. The CIP has had several successful iterations, and continues with several operations planned for 2014. In furtherance of the FBI/LAPD CIP, ASAC Clark has also coordinated with various Community Based and Faith Based Organizations to establish two separate Mentoring Programs, which will service youth in need of Mentorship, Leadership and Discipleship. In 2010, ASAC Clark developed the FBI/LAPD Gang Homicide Task Force (GHTF), coined “Operation Save Our Streets” (SOS) which has targeted gang related homicides and violent assaults. From 2010 to the present, the SOS has cleared in excess of 220 gang related homicides, arrested over 350 subjects, and reduced the homicide rate within the LAPD’s South Bureau by over 20%. In addition, The SOS initiative has been a part of the success realized in Los Angeles, where the overall homicide count was reduced by 49 murders compared to the previous few years from approximately 300 to 251. As a result of the success of the SOS Program, ASAC Clark has been able to secure one permanent SOS Task Force in Los Angeles, and several other “term” SOS Task Forces that operate throughout Los Angeles. From January 2005 through May 2007, ASAC Clark was a Supervisor in the FBIHQ MS-13 National Gang Task Force Unit. While serving as the International Operations Chief, ASAC Clark was successful in facilitating several El Salvador National Civil Police (PNC) and FBI International Anti-Gang Conferences. ASAC Clark also directed a team that developed and implemented the CAFÉ Program though which the criminal fingerprints and criminal histories of gang members in Central America could be shared among various American and Central American law enforcement organizations. ASAC Clark also assisted in the development of the Central America Police Officer Exchange Program, and the Transnational Anti-Gang Unit (TAG) that has been fully embedded in El Salvador, Guatemala, Honduras, Belize and Nicaragua. On September 10, 2001, SA Clark was assigned to the Attorney General John Ashcroft’s Protection Detail. As the events of September 11, 2001 unfolded, SA Clark provided security for Attorney General Ashcroft, ensuring the continuity of the US Government on 9/11. SA Clark reported to the Chicago Field Office in 1995 and was assigned to a multiple investigative squads.
