Joe is responsible for key customer and partner relationships that help fuel ADTRAN’s Cloud Wi-Fi solutions growth in the Southern U.S. Previous to ADTRAN, Joe spent several years at 3COM, D-Link, and ALLTEL in Channel Sales Management and Business Development. He started out working on voice and data solutions for clients in SME and GovEd and for the last 7 years has specialized in Wi-Fi. Joe’s career in technology started in the previous century and for nearly 30 years he has watched the world morph from analog and digital to IP and cloud-based solutions. Frank learned about the impact and importance of technology on an organization while working for a software company in the energy industry. He started his own web development and consulting firm out of his converted-to-office-space garage in Denver landing him at Chipotle’s corporate headquarters during a time of rapid growth. Frank served as Chipotle Mexican Grill’s Director of IT, starting with the Colorado-based company in 2004 helping lead them through eight critical years of rapid growth including the addition of over one thousand locations, international expansion, and several new concepts. He lead technology through the divestiture from McDonald's, the segregation of systems, and the eventual IPO of one of the most successful companies on the New York Stock Exchange.
After Chipotle, Frank was appointed by Mayor Michael Hancock and served as Chief Information Officer of the City and County of Denver. As CIO Frank managed the city's Technology Services agency delivering world-class customer service and innovation to the citizens of Denver. Since starting with the city his agency upgraded all police cars to high speed wireless, quadrupled the internet bandwidth to the Denver's Public Libraries which provide free internet to the citizens of Denver, and reduced internal hold times at the city’s highest volume call center by more than fifteen minutes while at the same time created, developed and implemented “Pocketgov”, the city’s online application providing access and resources for all things Denver related for citizens which ultimately won a Gold Stevie® Award for best app design in the business/government category at the 14th Annual American Business Awards in 2016. Frank attributes these great accomplishments to amazing teamwork of high performers increasing the city's technology maturity nearly one point in one year which triggered a twenty point increase in employee engagement scores transforming the lowest desirable agency in the city to the highest during his tenure. Because of these accomplishments Frank received the Mayor’s 5281, the Quarterly Forum award from the Governor, and was a finalist in the Denver Business Journal’s CIO of the Year award.
From private, to government, Frank naturally and most recently transitioned to Chief Operating Officer of one of the nation’s most important and effective non-profit organizations for social change, Nurse Family Partnership (NFP). For over thirty-seven years Nurse-Family Partnership has delivered multi-generational outcomes benefiting communities and earning a substantial return on investment. NFP has strong advocates from all sectors and fields including members of the U.S. Congress, state lawmakers, mayors, business leaders, healthcare professionals, policymakers, economists and other opinion makers. Running operations for NFP allows the blending of Frank’s expertise and proven track record of bringing people and organizations together both in government and the private sector to create positive results with his ongoing and most important personal mission, to make the world a better place for all living things, as he explains in his book, Life’s Equation.
